Why a Purified-Water Facility Needs a Healthy River Upstream

A purified-water facility does not create clean water out of nothing—it depends on the river or aquifer it draws from arriving reasonably clean in the first place, because every contaminant kept out upstream is one the treatment plant does not have to remove downstream. What Upstream Protection Actually Looks Like

Source water protection is not a single action but a category of practices: coordinating with industrial and municipal dischargers upstream of an intake, planning for spill response before a spill happens, and reducing the nonpoint-source pollution that runs off farmland, parking lots, and lawns every time it rains. One specific, well-studied piece of this is the riparian buffer—the strip of trees, grasses, and shrubs left standing along a riverbank. The USDA's Natural Resources Conservation Service maintains a national conservation practice standard for riparian forest buffers (Practice Code 391) precisely because vegetation along a bank does measurable work: it slows runoff long enough for sediment to settle out and gives plant roots and soil microbes a chance to take up nutrients and filter pollutants before they reach the water. Buffer widths in NRCS guidance commonly start in the tens of feet and extend well past 100 feet depending on the slope, soil, and specific pollutant a given buffer is designed to address—a narrow buffer helps with sediment, a wider one is typically needed for nutrient removal.

Why This Is the River Project's Job, Not Just the Facility's

A future purified-water facility will draw from a real source, not an abstraction, and that source's health between now and then is not neutral.
