When the Power Goes Out: What Happens to Your Tap Water

A power outage does not just turn off the lights — it can turn off your water. If your home is on a private well, your electric well pump stops the moment the power drops, and your tap water supply is limited to whatever remains in the pressure tank — typically two to ten gallons, depending on the tank size. Once that tank drains, nothing comes out of the faucet until the power returns. If you are on a municipal system, the situation is less immediate but not risk-free: most treatment plants have backup generators, but extended outages can reduce system pressure, and a drop in pressure means contaminants can be drawn into the pipes through cracks and joints that normally stay sealed by positive pressure. That is why utilities sometimes issue precautionary boil-water advisories after prolonged outages — even when the water was fine before the power went down.
Private wells: the clock starts immediately
A standard home well pump is electric. No electricity, no pump. Your pressure tank holds a small reserve — most residential tanks store between two and ten gallons of usable water under pressure. Once you open a faucet, that reserve depletes quickly. A single toilet flush uses roughly 1.6 gallons, a quick hand wash about half a gallon. Within a few flushes and a sink fill, the pressure drops to zero and the tap goes dry. There is no warning and no gradual decline — it simply stops. If you live on a well, every outage is a water outage, and your only options are stored water, a manual hand pump (if one is installed), or a generator connected to the well pump.
Municipal systems: pressure is the weak point
City water usually keeps flowing during short outages because the treatment plant’s generators maintain pump pressure and elevated storage tanks use gravity. But extended outages — 24 hours or more — can exhaust generator fuel, drain storage tanks, and drop system pressure. When pressure falls, the water inside the pipes is no longer being pushed outward, and groundwater, soil, or surface water near cracked or aging pipes can seep inward. That is called a negative-pressure intrusion event, and it is the reason public utilities issue boil-water advisories after major storms or prolonged power failures. If your utility issues an advisory, follow CDC guidance: bring water to a full rolling boil for one minute (three minutes above 6,500 feet), then let it cool before drinking. A standard home water filter is not a substitute for boiling during an advisory.
Your hot-water tank is an emergency reserve
A conventional tank water heater holds 40 to 80 gallons of potable water that remains usable during a power outage as long as the tank was full and the water was not contaminated before the outage. To access it, turn off the power to the heater (or the gas valve), close the cold-water inlet valve at the top so the tank does not drain backward into the system, then open the drain valve at the bottom and collect water into clean containers. Let it cool before drinking. This is not an indefinite supply — once the tank is drained, it is empty — but 40 to 80 gallons is a meaningful buffer for a family that uses the FEMA-recommended one gallon per person per day for drinking and sanitation.
What to do before the power comes back
If the outage lasts more than a few hours, limit flushing and non-essential water use to conserve whatever remains in your pressure tank or stored supply. Fill clean containers from the tap early in the outage while pressure still exists — every gallon you capture before the tank drains is a gallon you do not need from storage. If you have advance warning of a storm, fill your insulated water bottles, bathtubs, and clean food-grade containers before the power drops. Once the power returns, let the tap run for a few minutes to flush any sediment or air that entered the lines during the outage. If your utility has issued a boil-water advisory, follow it until the advisory is officially lifted — do not assume the water is safe just because the tap is flowing again.
