What "BPA-Free" Actually Means (And Why It's Easy on a Stainless Bottle)

"BPA-free" means a manufacturer removed one specific chemical, bisphenol A, from a plastic product—it is a marketing claim describing a reformulation, not an FDA certification, and it does not mean the product contains no chemicals of any kind. The FDA's own actions on BPA are narrower than most shoppers assume: the agency has banned it from exactly two product categories, and continues to say it is safe at current exposure levels everywhere else it is still allowed.

What the FDA Actually Banned

In July 2012, the FDA amended its food additive regulations (21 CFR 177.1580) to stop allowing polycarbonate resins made with BPA in baby bottles and sippy cups. The rule change came from a petition filed by the American Chemistry Council, and the FDA's own reasoning was that manufacturers had already abandoned BPA in these products years earlier over consumer pressure—the ban formalized what the market had already done rather than announcing a new hazard finding. In July 2013, the FDA took the same step for BPA-based epoxy resin coatings in infant formula packaging, again citing abandonment by manufacturers rather than a new safety concern.

What the FDA Has Not Banned

Outside those two specific uses, BPA remains an approved food-contact substance. The FDA's current published position is that BPA is safe at the levels currently found in foods, based on its ongoing review of the scientific evidence, and that position covers epoxy can linings, some plastic containers, and other adult food-contact applications. That stands in contrast to the European Food Safety Authority, which in 2023 issued an updated opinion cutting its tolerable daily intake for BPA by a wide margin—a sign that the science here is still actively contested between regulators, not a settled question with one universal answer.

The Part “BPA-Free” Doesn’t Tell You

When a manufacturer removes BPA from a plastic, it typically has to replace it with something else to keep the plastic's properties intact—commonly bisphenol S (BPS) or bisphenol F (BPF), close chemical relatives of BPA. A systematic review of the hormonal activity of these substitutes found that BPS and BPF show potency similar to BPA across most of the same estrogenic and androgenic activity measures studied. In other words, swapping BPA for a same-family substitute and calling the result "BPA-free" is an accurate but narrow claim: one named molecule is gone, and a close relative with a similar profile in lab studies may have taken its place. That is not a reason for alarm on its own, but it is a reason to read "BPA-free" as a specific, limited statement rather than a general safety guarantee.

Where Stainless Steel Sits in This Question

A stainless steel bottle sidesteps the entire BPA-versus-BPS conversation for the one part that matters most: the vessel itself is metal, not a polycarbonate or epoxy-lined resin, so there is no plastic body to have ever contained BPA in the first place. That said, a bottle's plastic components—a straw, a gasket, a lid seal—are still plastic, and it is fair to ask what those specific parts are made of rather than assuming the whole product is automatically exempt just because the body is steel. Since 2012 and 2013, manufacturing standards across the industry have shifted hard enough that BPA in small accessory parts is now uncommon, but "stainless" and "BPA-free" are two separate facts worth knowing rather than one.

The Practical Takeaway

"BPA-free" is worth checking for, but it is not the finish line for judging a plastic product, and it is close to a non-issue for the metal body of a stainless bottle. If the goal is to minimize plastic exposure at the point of contact with your water, a steel bottle with a simple lid design has fewer plastic touchpoints to think about than a plastic bottle with a BPA-free label and no other information.
